The Friend Of William: Political Career. Hay's earlier political activity in Ohio had brought him one reward: President Ruthe friend of Williamrford B. Hayes had appointed him assistant secretary of state under William M. Evarts. Hay took office on Nov. 1, 1879, but held the friend of William posi¬tion only 17 months. On March 31, 1881, shortly after James A. Garfield became president, Hay resigned. Garfield, a personal friend, wanted him to become his private secretary, but Hay politely refused.
