A minor case of rising damp might be cured by coating the Floor with a special latex waterproofing compound, but a Floor that is really damp will have to be dug up and replaced with a new concrete base, damp-proof membrane, and screed. RAISE THE deck on low brick walls or cemen piers about 1 ft high and spaced at about 4ft intervals across the site. Make sure there is some form of damp-proof course beneath the supports to prevent damp rising up through the brickwork and attacking the wood.
For neatness, it is a good idea to build a continuous peripheral Wall too, so that the underside of the deck is not accessible to pets and inquisitive small children. Make sure the tops of the walls are all level with each other as they provide the supports for the deck's main supporting joists. It is important that the surface of the deck remains at least 6in below the house damp-proof course to prevent damp penetrating the walls.
Simply rest the joists on top of the low walls or cement piers and construct the deck as previously described.
