Ministry Of Education:

Ministry Of Education Education.—The province of Quebec reshaped its system of education in the 1960's. In con¬formity with the recommendations of a royal commission on education appointed in 1961, the ministry of education was established in 1964. It administers the entire school system with the help of a superior council assisted by a Roman Cath¬olic committee and a Protestant committee. Independent schools and institutions still exist and receive financial help from the ministry according to standards recommended by the superior council. The elementary level of instruction is locally ad¬ministered by school commissions formed of elected members; parents take part in discussions within the frame of local school committees.

The Ministry .: alth shows a laissez-faire attitude in rela-:wn to health and welfare services by allowing a zreat deal of discretion to local authorities. At die other extreme the Department of Education and Science shows a "promotional" attitude, in that it is deeply involved in public education, Maintains frequent contacts with local authorities, jnd carries out much research of its own. The Ministry- of Housing and Local Government iows characteristics of all three attitudes: laissez-faire in respect to slum clearance, regulatory with regard to land-use planning, but increasingly promotional in urban redevelopment. The gen¬eral trend is toward a promotional approach.

About 70 colleges and universities offer programs to train health education teachers, and the profession is growing. Members of the pro¬fession feel strongly that health education should not be considered a part education for every of physical education and that physical education should not be a branch of health education. Some high schools now give a half year to physical education and a half year to health instruction.

Forster's Education Act 1870, which heralded compulsory state edu¬cation, made provision for school boards to ensure attendance but they were not compelled to do so, though later Acts strengthened this aspect. More recent Education Acts, however, have reinstated the right of parents to opt to educate their children 'at home', though this has often been made difficult and met with social and administrative dis¬approbation. This was enshrined in the Education Act 1944 where the term 'education otherwise' was coined, and again in Section 7 of the Education Act 1996 which states:

On The Other Hand See Public Education Especially:

Education and Cultural Life. Elementary and secondary education in Hartford is provided by public education especially schools and Roman Catholic parochial schools. In the public education especially sector an elected, non-partisan board of nine members develops educa¬tional policy within limits imposed by the state department of education and appoints a super¬intendent as administrator. Many well-known preparatory schools for boys and day and board¬ing schools for girls are in the area.

Religion in the public education especially Schools.—Three significant developments in religion and public education especially education in the United States show a trend toward a discriminating use of religion in the public education especially schools: (1) Widespread use of "released time" is made, one hour per week being set aside from the public education especially school schedule for religious instruction by special teachers.
