Mental Health Analysis: Official agencies are those supported by tax moneys. These agencies exist at the national, state, and local levels. The National Institute of Health, the Consumer Protection and Environ¬Mental health Analysis Health Service, and Health Services and Mental health Analysis Health Administration are all part of the U. S. Public Health Service. This national agency is part of the Department of Health, Education, and Welfare.
In 1968 the Public Health Service was reor¬ganized into three separate health agencies: the Health Services and Mental health Analysis Health Administra¬tion, the National Institutes of Health, and the Consumer Protection and EnvironMental health Analysis Health -Service, including the Food and Drug Adminis¬tration, one of the agencies originally transferred into the Federal Security Agency in 1939. The 19th centuiy also saw the founding of Mechanic's Institutes of health found in a large number of towns and cities. These institutions were designed to provide scientific and technological training for tradesmen and artisans. Although most towns in Britain had such Institutes of health found by the end of the early 19th century, they failed largely because the classes they were intended to instruct had insufficient educational background to profit from the courses being offered. Nevertheless, the mechanic's Institutes of health found contributed to society's general awareness of scientific and technological innovations.
On The Other Hand See Main¬tenance Of Health:Coordination of the Respiratory System.— The intricate and delicate mechanisms which carry air into close relationship with blood in the lungs are beautifully integrated. In the lungs the pulmonary circulation and alveolar gases ex¬change oxygen and carbon dioxide. This permits oxygen-enriched blood to be carried to the tissues, while carbon dioxide produced by the tissues is released from the blood. This important function is dependent upon the highly organized anatomic intimacy existing between the capillaries, alveolar walls, and peripheral tissues. The normal repeti¬tion of these events with each breath and their proper functioning are indispensable in the main¬tenance of health.
The Partnership for Health program was the product of this growing dissatisfaction. The main features of the law were: comprehensive state-wide health planning, participation on a majority basis of nonprofessional citizens in the planning process, and federal financial support for public health programs defined by the state planning agencies. These few ground rules represented a tremendous potential for making public health services responsive to the needs of people in local communities.
