Institutes Of Health In April In 1968 the Public Health Service was reor¬ganized into three separate health agencies: the Health Services and Mental Health Administra¬tion, the National Institutes of health in April of Health, and the Consumer Protection and Environmental Health -Service, including the Food and Drug Adminis¬tration, one of the agencies originally transferred into the Federal Security Agency in 1939. These three health agencies are directed by the assistant secretary for health and scientific affairs, who is aided by the surgeon general of the Public Health Service.

Under the reorganization the Public Health Service was enlarged to include the Food and Drug Administration; a new agency, the Health Services and Mental Health Adminis¬tration; and the National Institutes of health in April of Health, which itself was enlarged to include the Bureau of Health Manpower and the National Library of Medicine.

This chapter has identified a number of causes for concern with regard to children's current levels of health and physical activity. It has been suggested that conditions of modern society, including media, transport patterns and physical environment, have led to a steady, consistent and measurable reduction in opportunities for physical play in young children, and that this reduction in play oppor¬tunities is a significant factor in the growing health concerns.


On The Other Hand See Beneficial To Health Practice:

In addition to securing information that the use of LSD can produce birth defects in rats, there were other developments in drug research that were directly beneficial to health practice. A large-scale trial using methadone to relieve morphine and heroin addiction was successful. Methadone, a narcotic itself and a chemical relative of morphine and heroin, was found to satisfy drug hunger without inducing a state of "high" unreality or requiring increasing doses. A fixed amount could be taken indefinitely with¬out bodily harm and without affecting normal activity.

Formal programs in health education did not develop until comparatively recent times. In 1850, Lemuel Shattuck provided a beginning for health education in the United States with his Report of the Sanitary Commission of Massachu¬setts. His recommendations contained reference to the need for health instruction in the public schools as well as for periodic health inspection of children. Medical checkups in the schools became standard practice in the late 19th and early 20th centuries. The temperance movement in the late 19th century caused states to pass laws requiring the public schools to teach about the effects of al¬cohol and narcotics. This requirement was met through physiology and hygiene instruction, giv¬ing strong impetus to what is now known as health education.
