The goal of French education is to offer the same education equally to all pupils as an entitlement due to them as future citizens of the French republic, irrespective of who they are, where on the national territory they live (including French colonies), and as far as possible irrespective of any disabilities they may have. It is certainly true that there are differences between the curriculum offered to French pupils and the present form of the primary cur¬riculum in England. In particular there is the complete absence of reli¬gious education in France, which has always been banned in state schools, and the inclusion of civic education right from the beginning stages of elementary education. The situation in England is of course the reverse.

Education.—The province of Quebec reshaped its system of education in the 1960's. In con¬formity with the recommendations of a royal commission on education appointed in 1961, the ministry of education was established in 1964. It administers the entire school system with the help of a superior council assisted by a Roman Cath¬olic committee and a Protestant committee. Independent schools and institutions still exist and receive financial help from the ministry according to standards recommended by the superior council. The elementary level of instruction is locally ad¬ministered by school commissions formed of elected members; parents take part in discussions within the frame of local school committees.

Primary Schools. In England the act of 1870 laid the groundwork for a system of universal education, but it provided for instruction only of children less than 13 years of age. Attendance did not become compulsory until 1880, and though free education was given in most ele¬mentary schools after 1891, fee paying was not completely abolished until 1918. The act that forbade fees also made education to the age of 14 compulsory.
