Chief Health Officer:

Chief Health Officer He was instrumental in founding the Halifax Medical College and held several chairs there, also serving as president for several years. He was for 16 years visiting physician at the City Hospital, superintendent of the Hospital for InŽsane for 15 years and later served at the VicŽtoria General Hospital. He was deeply interŽested in securing legislation governing the study and practice of medicine in Nova Scotia; was secretary of the Provincial Board of Health in 1893-1904, and afterward was chief health officer for Nova Scotia. He was subsequently retired on a pension. Deceased.

In 1968 the Public Health Service was reorŽganized into three separate health agencies: the Health Services and Mental Health AdministraŽtion, the National Institutes of Health, and the Consumer Protection and Environmental Health -Service, including the Food and Drug AdminisŽtration, one of the agencies originally transferred into the Federal Security Agency in 1939. These three health agencies are directed by the assistant secretary for health and scientific affairs, who is aided by the surgeon general of the Public Health Service.

The content of health education courses inŽcludes topics such as sleep, rest, nutrition, dental health, grooming, safety, the effects of drugs and tobacco, family life, diseases, and community health and safety health. These topics are studied as they relate to the individual, the family, and the community health and safety. Instruction focuses upon the mental and social dimensions as well as on the physical dimensions of health. Teaching methods stress providing opportunities for the student to find and use facts in making decisions. The student is assisted to move beyond facts to the processes of generŽalizing and forming concepts about good health.

The famed rural public health nursing program, a unique demonstration of the value of community health and safety health and sanitation departments in preventing disease and improving health conditions generally, began in 1912. The year 1914 marked the beginŽning of Red Cross lifesaving and water safety instruction. World War I brought the organizaŽtion a rounded program, national stature, and popŽular recognition.

World War II brought a renewed focus on the role of the school in promoting good health. The traditional equating of health with physical and health fitness, and health education with physical and health eduŽcation, was further perpetuated during this peŽriod. During the 1960's this concept was replaced by the identification of health education as a discipline separate from physical and health education. The School Health Education Study, initiated with private funds in 1961, had the most significant impact in establishing health education as a separate discipline.

About 70 colleges and universities offer programs to train health education teachers, and the profession is growing. Members of the proŽfession feel strongly that health education should not be considered a part of physical and health education and that physical and health education should not be a branch of health education. Some high schools now give a half year to physical and health education and a half year to health instruction.
